it will make no difference tell them both in consecutive phone calls and then you have covered all the angles.
you will require a cancellation invoice from your travel agent

tew phone call one after the other two emails two faxed easy do to both at the same time

tell the insurance company to make sure you’re within your rights to do so - eg there might be a time limit etc. if you just go ahead and cancel they might refuse to pay out afterwards. if you check first then you can pin them down

I helped my mum cancel a holiday last week and we informed the travel agent first by letter and then called the insurance company to confirm the holiday was cancelled, they sent the claim forms out which we received 2 days later.
